The headline: a growing number of jurisdictions have moved personal psilocybin activity from "serious crime" to "lowest law-enforcement priority" or to a regulated framework, while the clear majority of the world still treats cultivation as a felony. Chapter 2: How to actually read a law

Headlines flatten everything into legal or illegal, and the truth is almost never that simple. Decriminalized usually means it is still illegal but a low enforcement priority, often only for possession of small amounts, and often not for cultivation at all. Supervised-use frameworks are a different thing again, legal only inside a licensed programme. These are not interchangeable, and the difference is your risk. So read the actual text. Find the measure or statute, its effective date, and exactly which conduct it names: possession, cultivation, sharing, or sale.
